The California Air Resources Board (CARB) has announced that it will not develop final regulations to implement disclosure requirements on climate-related risks and GHG emissions (under SB 261 and SB 253 respectively) until next year.
The consultation on its draft regulatory proposals, announced in August, ended last month (11 September). CARB’s staff originally planned to issue a notice of rulemaking on 14 October, followed by a formal 45-day consultation and board approval in mid-December.
However, citing the large volume of public comments staff have received” and the ongoing input on the scope of entities covered by the regulations, CARB will now start the initial rulemaking process in Q1 2026.
